答：不能！

很多同学会混着用based on 和on the basis of，而不考虑自己想表达的意思，这样做是大错特错的。

1、based on 语法层面上是分词，可以修饰名词，代词和名词短语，不能修饰动词

2、on the basis of 语法上是介词短语，用于修饰动词。

这两者放在同一个句子里，会改变句子的意思。

如：

The administration sent a document based on your suggestion.

这句话中，document是根据你的建议改的，based on修饰的是前面这个document。这句话意思是管理处发来根据你的建议作出的文件。

The administration sent a document on the basis of your suggestion 这里，on the basis of 修饰的是动词，意思是根据你的建议，管理处发了这个文件。

很多同学论文表达“基于之前成果我们设计了这次实验“会这样写：The experiments were designed based on our previous results. ，这样其实是错的。因为based on只修饰名词 而不是动词，也就是说这句话里，你表达的其实是experiments基于过往实验，而不是你们的实验设计基于过往实验。

正确的应该是

The experiments were designed on the basis of our previous results.

如果你真的很想用based on 还想强调实验设计，正确的应该是：

The experimental design was based on our previous results
